Abstract

This article explores the relevance and institutional requirements of political modernization in local governance systems within modern societies from a political science perspective. The study analyzes the challenges and opportunities of decentralization, legal reforms, civic engagement, and institutional restructuring in enhancing democratic governance at the local level. Comparative experiences from countries like Poland and Hungary are included to highlight best practices. The article concludes with policy recommendations to make local governance more effective, transparent, and accountable.
